Important Update on New York State’s CDPAP

Effective April 1, 2025, the New York State Department of Health has designated Public Partnerships LLC (PPL) as the sole Fiscal Intermediary (FI) for the Consumer Directed Personal Assistance Program (CDPAP). This transition aims to streamline administrative processes and reduce costs within the program.

What This Means for CDPAP Consumers and Personal Assistants:

  • Mandatory Transition: All current CDPAP consumers and their personal assistants must transition to PPL by March 28, 2025, to ensure uninterrupted services.
  • Transition Period Extension: Recognizing the challenges faced during this transition, the state has provided a 30-day grace period, extending the deadline to April 30, 2025, for those who have not yet completed their registration with PPL.

How to Transition to PPL:

  1. Online Registration: Utilize PPL's PPL@Home online system for a streamlined registration process.
  2. Phone Assistance: Contact PPL's customer support center at 1-833-247-5346 for guidance through the transition.
  3. In-Person or Virtual Sessions: Attend dedicated support sessions to assist with the transition.
  4. Authorized Facilitators: Seek assistance from approved CDPAP facilitators.

Key Facts About the CDPAP Transition:

  • Program Continuity: CDPAP is not ending or changing in terms of services or eligibility. Consumers can continue working with their trusted caregivers.
  • Action Required: Transition to PPL is mandatory. Staying with your current FI is not an option, and there is no auto-enrollment.
  • No Certification Needed: Caregivers do not need to obtain new certifications or licenses to continue with CDPAP.
  • No Transition Cost: There are no fees associated with transitioning to PPL.
